Looking at the characteristics of NHW (Neighbourhood Watch) as represented by many of EUNWA’s members, the following general remarks can be made:

  1. Neighbourhood watch is a specific form of crime prevention based on the personal involvement of private citizens cooperating among themselves and with the police in order to achieve safer living.
  2. The term “neighbourhood watch” is a very general term comprising many different kinds of activities which are performed in the different countries.
  3. In most of the countries represented in the EUNWA network, NW groups are self-organized and cooperate closely with local authorities and communal institutions. Very often they are also supported by organizational and financial aid from public funds. In such countries, NW has a positive image and also benefits from active involvement of the population realizing that helping each other is the same as helping oneself.
